Four bodies are recognised for the citizenship language requirement, plus one purpose-built exam. Since any of them satisfies the requirement, pick on practicalities.
CILS B1 Cittadinanza
Run by the Università per Stranieri di Siena and designed for exactly this application. Four sections — listening, reading, writing, speaking — with no grammar section, and a shorter sitting than the full CILS B1. Widely available abroad and generally the most efficient choice for someone whose only goal is the certificate. Note that it is valid for citizenship but is not the same as a full academic CILS B1.
CILS B1 (full)
The standard academic certificate. Longer, includes a language-structures section, and is the better choice if you also want a qualification that carries weight for study or work in Italy.
CELI 2 (Perugia)
Equivalent to B1. Well established, with a reputation for a straightforward, businesslike paper. There is also a CELI Immigrati version aimed at residency applicants. Fewer sessions per year in some countries.
PLIDA B1 (Dante Alighieri)
The advantage here is reach: the Dante Alighieri Society has centres in most large cities worldwide, so for many applicants outside Italy this is simply the nearest option. The paper is communicative in style and often described as the friendliest of the four.
Cert.it (Roma Tre)
Perfectly valid and the least common abroad. Usually chosen because a local centre offers it.
Choose on the date and the location first. The differences between the papers are real but small; missing a session by four months is not.
How to decide, in order
- Which centres are within reach of you? This eliminates most of the list immediately.
- When are the sessions, and which fits your application deadline? Work backwards, allowing weeks for the certificate to be issued.
- Do you only need citizenship, or also a qualification for study or work? If only citizenship, CILS B1 Cittadinanza.
- Where are you weakest? If writing is your weak point, a communicative paper like PLIDA may suit you better than a structures-heavy one.
What all four have in common
Four skills, a pass mark you need to reach in each rather than only overall, an oral section conducted with an examiner, and a format that rewards familiarity. That last point matters more than people expect: candidates lose marks to the format, not the language, which is why timed past papers are the core of how we prepare people.
